The change of government in the September election which created a Conservative 48 seats led coalition with the Progress Party 29 seats created an opportunity for the laws to be revisited, and the Liberals 9 seats pressed for reform. Norwegian prostitutes make a clear distinction between the term "prostitute" and "sex worker", seeing "prostitution" as a derogatory word nedlatende ord.

If the sexual activity or sexual act is carried out in a particularly offensive manner and no penalty may be imposed pursuant to other provisions, the penalty shall be imprisonment for a term not exceeding one year.
